What Is Hydromet Security?

Hydromet Security is about ensuring that weather and climate information functions as a form of security. It connects scientific rigor with societal decision-making to reduce risk and enable action in the face of hydrometeorological hazards.

The concept recognizes that forecasts matter not only because they are accurate, but because they are trusted, understood, and usable under uncertainty.

Scientific Strength Forecast skill, uncertainty, and lead time must support decisions.
Societal Use Information only matters when it is trusted and acted upon.
Early Action The value of a forecast is measured before impacts occur.
Infrastructure development and coordinated planning

Science and Services, Working Together

Hydromet Security strengthens the scientific backbone of forecasting, while Hydromet Services focus on effectiveness—how information is interpreted, communicated, and acted upon.

“Early warning is not only about accuracy — it is about timing, trust, and action.”

Together, they shape how forecasts become warnings, and how warnings lead to action.

Origins of the Concept

The term Hydromet Security was first coined by the Consortium for Capacity Building (CCB). Through its work on hydrometeorology, governance, and common property resources, CCB introduced Hydromet Security as a framework for 21st-century risk and resilience.
